On Wednesday 16 September, Prime Minister Lawrence Wong stood in the Lifelong Learning Institute at Paya Lebar and opened a centre called Connect by SWDA, the first physical front door of the Skills and Workforce Development Agency that replaced SkillsFuture Singapore and Workforce Singapore this year. The Straits Times headline, syndicated the same day, was “AI courses, new centre launched by workforce agency to boost career support in Singapore”. Under the headline was the part that matters to anyone who runs an engineering team here: more than 200 AI courses from about 30 providers, a complimentary six-month subscription to ChatGPT Plus, Google AI Pro, Manus AI, Microsoft 365 Personal or the Singtel AI Pass for any citizen who completes one, a 12-question AI Ready Quiz that sorts people into three levels, and a new employer portal. I run a fourteen-person web engineering team for a Singapore client. On Thursday morning I mapped all fourteen onto the new ladder. By Thursday afternoon two of the three roles I had planned to open in October no longer existed.
What Was Launched on 16 September, Precisely
The details are worth getting right, because the eligibility rules are what make this an employer problem and not just a citizen benefit. According to Mothership’s summary of the rules and AsiaOne’s report from the launch:
- SkillsFuture AI Subscription. Singapore citizens aged 18 and above who complete an eligible course, labelled “Free AI sub” on MySkillsFuture and starting on or after 16 September, receive six months of one premium tool: ChatGPT Plus, Google AI Pro, Manus AI, Microsoft 365 Personal, or the Singtel AI Pass with its seven bundled tools. One subscription per person, claimed within 60 days of the completion e-mail, tool choice final.
- The course catalogue. More than 200 curated AI courses from roughly 30 SWDA-supported providers, ranging from half-day literacy sessions to multi-week technical programmes.
- The AI Ready Quiz. Built with the Singapore Institute of Technology: 12 questions, about 15 minutes, three outcomes, AI Aware, AI Literate and AI Fluent, with an e-mailed profile and recommended courses.
- Connect by SWDA. A physical centre merging the former Lifelong Learning Exploration Centre and Careers Connect, offering career and training support for individuals and, notably, workforce advice for employers.
- OurWorkforce. A portal that replaces the SkillsFuture for Business website and recommends training and workforce programmes to companies based on their needs, with tools for job redesign and AI adoption.
The Prime Minister’s framing was aimed at employers as much as workers. “Our workers cannot be an afterthought in business transformation,” he said. “When a company transforms, its workers should have the chance to transform with it.” And, on the agency itself: “We do need to streamline and be more customer-centric… and this is what SWDA will try to do, to provide a simpler and more coherent journey tailored to the needs of both workers as well as businesses.” The festival around the launch runs from 16 September to 28 October with about 140 events and around 450 advertised job opportunities.

Every previous national AI-skills push in Singapore has been aimed at the worker and measured in enrolments. This one is the first that gives employers a shared, government-issued vocabulary, three words, and a portal that talks to the company rather than the individual. The vocabulary is the useful part. I have spent two years arguing with hiring managers about what “AI-savvy” means on a job description. From this week, it means one of three things, and everyone in the country can look up which.
What the Three Levels Mean on a Web Engineering Team
The quiz is a self-assessment and the levels are written for the whole workforce, so an engineering team has to translate them. This is the translation we used, and I would encourage you to write your own rather than adopt ours; the act of writing it is where the value is.

Notice that none of the evidence is a certificate. A completed course tells you someone has been exposed to the material; the evidence column tells you what they did with it. What Mapping Fourteen People Actually Showed
Three Aware, eight Literate, three Fluent. Two things jumped out. The three Aware engineers were the three most recent hires, all strong web developers, none of whom had been asked to do anything with AI beyond autocomplete because nobody had defined what “more” meant. And the eight Literate engineers were stuck at Literate for the same reason in reverse: the Fluent three had built the team’s evaluation suite and instrumentation and, being busy, had never taught anyone else to extend it.
Then I looked at the three requisitions I had drafted for October: an “AI integration engineer”, a “prompt engineer”, and a senior engineer with experience of evaluation, observability and guardrails for model-backed features. Against the ladder, the first two were not roles. They were the Literate-to-Fluent gap, described as job titles because that is how a hiring manager describes a gap. Two of the eight Literate engineers had already asked for exactly that work. The requisitions were cancelled that afternoon, and the budget moved into a tools line and eight weeks of directed practice. The third role stayed, because designing evaluations for production systems is a specialism the team did not have and the course catalogue does not teach; if anything, the ladder made the case for that hire stronger. The honest version of “I cancelled two hires” is “I had been about to hire for skills my own team could reach in two months, because I had never written down what the levels were.” I suspect most Singapore engineering managers with an open AI requisition are in the same position this week. Before you post it, map your team. If the role you drafted is a level, not a job, cancel it and fund the practice instead. If it is a job, the mapping will show you why, and the job description will be sharper for it.
The Two-Tier Trap: the Subscription Is Citizen-Only
Here is the part the launch coverage did not dwell on. The free six-month subscription is for Singapore citizens. Five of my fourteen engineers hold Employment Passes. From 16 September, nine members of the team can complete a half-day course and receive six months of ChatGPT Plus or Google AI Pro at no cost to them or to the company; five cannot. If the company does nothing, by November it will have a team in which the citizens run frontier tools on a subsidy and the pass holders run whatever they pay for themselves, and the difference will show up in pull requests within weeks.
The fix is cheap and has to be deliberate: a company-funded tools line that covers every engineer at the same tier regardless of pass status, with the subsidy treated as a bonus for those who qualify rather than as the baseline. For a fourteen-person team at typical premium-tier prices that is a few thousand Singapore dollars a month, which is roughly what one of the cancelled requisitions would have cost per week. The point is not the money. The point is that a national programme with a citizenship rule inside it will, if you let it, redraw the lines inside your own team, and the people who hold passes will notice before you do. What I Would Do This Week if I Ran Your Team
- Write your own three-level table for your stack, with evidence in the third column, and share it with the team before anyone takes the quiz.
- Map the team you have using the evidence, not the score. Do it in a morning; the point is the conversation.
- Re-read every open requisition against the ladder. If it describes a level, cancel it and fund directed practice for the people one level below. If it describes a job, keep it and sharpen it.
- Fund tools for everyone at the same tier, pass holders included, and tell the team the subsidy is a bonus, not the baseline.
- Register the company on OurWorkforce and ask, through Connect by SWDA, which of the 200 courses map to your Literate-to-Fluent gap; the portal is built to answer that question and the agency has said employers are part of its remit.
- Put the Fluent engineers on a teaching rota. The fastest way to move eight people up a level is the three people already there, given hours to do it.

For an engineering team the concrete version is a three-row table, a morning of honest mapping, and a tools budget that does not care who holds which pass.
