Best web development companies in Singapore

Written by Sebastian (Mobile App & Hiring Expert). Last reviewed 5 Oct 2026. How these lists are made

Short answer

Start with Digital Unicorn, Scopic and Vinova. For a Singapore business site or web app, the gap between them is less about design than about what you get after launch: hosting, PDPA-ready forms, security patches and a named person who answers.

Singapore-specific things a web build should cover

Forms that collect names, emails or phone numbers fall under the Personal Data Protection Act, so the site needs a clear purpose statement, consent where required and a way to honour access and deletion requests. Firms that build for Singapore clients every week will have these as standard components.

Many SMEs fund their website or e-commerce build partly through the Productivity Solutions Grant, which only covers pre-approved solutions from listed vendors. If you plan to claim it, check the vendor and the exact package before you sign.

What the Singapore listings tell us

On 5 October 2026 we read 153 web development firms in the GoodFirms Singapore listings. Small studios dominate: 10 to 49 people was the most common size (61 firms). Many did not publish a rate; among those that did, $25 to $49 an hour came up most often.

Rates in Singapore sit above those in neighbouring markets, which is why many local firms keep part of their development team elsewhere in the region. Ask where the people who write your code are based and how many hours they share with you.

Hosting close to your users

AWS, Microsoft Azure and Google Cloud all run regions in Singapore, so a site for local visitors can be hosted a few milliseconds away. Ask which region and which account the site will run in.

Keep the domain, the hosting account and the CMS admin in your company's name. Moving supplier later is then a handover, not a negotiation.

Before you commit: a checklist

  1. 1.

    Comparable projects

Ask: which live site of the same type as ours did you build?

You want to hear: a URL and a client we can contact

  2. 2.

    PDPA

Ask: how will forms handle consent and deletion requests?

You want to hear: a standard approach the firm already uses

  3. 3.

    Grant eligibility

Ask: is the package on the PSG list, under which vendor name?

You want to hear: the exact pre-approved solution and its price

  4. 4.

    After launch

Ask: what do updates, backups and fixes cost per month?

You want to hear: a monthly fee tied to a written list of tasks

Common questions

How much does a website cost in Singapore?

Simple company sites are weeks of work; web applications with accounts and payments take months. Compare the hour estimates behind each quote, and check whether the PSG grant applies to the package.

Freelancer or web development company?

A freelancer can be cheaper and fast for a small site. A company is safer when the site generates leads or revenue, because someone else can step in when one person is away.

Can I use the PSG grant for a website?

Only for solutions on the pre-approved list, bought from the listed vendor. Many custom web projects do not qualify.

Does my website need to follow the PDPA?

Yes, whenever it collects personal data. That covers contact forms, newsletter sign-ups and account creation.

Where should a Singapore website be hosted?

In a Singapore data centre or cloud region if most visitors are local. All the major cloud providers offer one.
